WHAT IS THE AIM OF THE DECISION?

It sets out the purpose and organisation of the European Union (EU) Monitoring Mission in Georgia.

KEY POINTS

  • The EU Monitoring Mission in Georgia (EUMM) is an unarmed civilian monitoring mission.
  • On 12 August 2008, the EU mediated the Six-Point Agreement, signed by both Georgia and Russia, which ended the conflict between the two countries.
  • On 8 September 2008, a set of implementing measures of the Six-Point Agreement was introduced to reaffirm the commitments made in the agreement.
  • The EUMM was established by the EU on 15 September 2008.

Objectives

The EUMM has two particular objectives:

  • to contribute to long-term stability throughout Georgia and the surrounding region;
  • in the short term, the stabilisation of the situation with a reduced risk of a resumption of hostilities, in full compliance with the Six-Point Agreement and the implementing measures.

Tasks

The EUMM has four main tasks:

  • stabilisation – monitoring, analysing and reporting on the situation pertaining to the stabilisation process, centred on full compliance with the Six-Point Agreement;
  • normalisation – monitoring, analysing and reporting on the situation relating to the normalisation process of civil governance;
  • confidence building – contributing to reducing tensions through liaison, facilitation of contacts between parties and other confidence-building measures;
  • contributing to informing EU policy and future EU engagement.

Structure

The structure of the EUMM in Georgia consists of:

  • a headquarters in Tbilisi, including the office of the Head of Mission and staff, providing all necessary functions of command and control and mission support;
  • field offices to conduct monitoring tasks and provide necessary functions of mission support;
  • a support element located within the General Secretariat of the Council in Brussels.

Leadership

  • The Civilian Operation Commander, under the political control and strategic direction of the Political and Security Committee and the overall authority of the High Representative of the Union for Foreign Affairs and Security Policy, has command and control of EUMM Georgia at the strategic level.
  • The Head of Mission, directly responsible to the Civilian Operation Commander, represents the mission and has command and control over personnel, teams and units from contributing EU Member States, along with administrative and logistic responsibility, including over assets, resources and information provided to the mission.

A mission review is submitted to the Political and Security Committee every 6 months, on the basis of a report by the Head of Mission and the European External Action Service.

FROM WHEN DOES THE DECISION APPLY?

It has applied since 12 August 2010 and will expire on 14 December 2024.
